Color painting / Lineart on Photoshop CS5

The background was inspired by a night scene from "Jormungand," they have really nice clouds!
Some techniques:
Clouds - soft brush to form the body of clouds and "grunge" brush to texture and define edges, then use soft brush to add a darker color for shadow and 3D effects.
